Manage Admin Users Privileges

The Manage Admin Users from the spanel should allow control over email privileges where an ADMIN may be denied the privilage of opening an email after clicking on 'Email Account', selecting the email, then 'Check Mail'. The default should REQUEST A PASSWORD for ALL emails, unless the Admin User is given this privilege. Sometimes webdevelopers outsource projects, team members may be contracted and temporary, and internal affairs are confidential to the business and require various levels of access privileges. We need full control over this function.
