Minimum webmail user interface development

The webmail user interface needs to have minimum development of features such as formating fonts, save email footer/ formatted signature, allow copied documents to retain source formatting. Also, importantly, the main admin should be able to set other admin user privileges where these other admin users may/ may not be able to reset email passwords, may or may not be able to directly open an email without a password from spanel.
