New users with Email Rights to Create New Email Accounts but not Checking Other Users WebMail

I'm a Spanel owner with some VPS accounts, I suggest restricting new users with Email rights from checking other users Emails, as long as "WebMail" option (feature) is not allowed as the current system violate other users Email privacy.
Case Scenario:  I.T manager want to delegate some responsibilities to other users to create new mail account, but to restrict them from accessing other users mails.
Current authority for sub-users are based on module.
