Queries isolated per user accounts and CPU resources.

I have an issues with with ongoing issue where a customer indexing in prestashop has issues with locked mysql queries.

What I have noticed is that the queries, when locked, increase the CPU usage globally on the entire Spanel causing slow down with all the other accounts.

It would be great to to be able to limit CPU usage per acocunt which also takes into consideration the reousrces used with database queries.
